Lead Smart, With Heart

Jacy Deck is a detail-oriented project and financial manager and community advocate who believes Norman’s best future will be built with smart planning, strong neighborhoods, and compassion for every neighbor.


With more than 20 years of professional experience in finance, budgeting, and benefit coordination, Jacy brings a steady, informed perspective to the challenges facing Norman today. Her daily work ensures every dollar is managed responsibly, transparently, and with measurable results — the same approach she will bring to City Hall.


“I believe public money should serve the public good. Norman families, small businesses, and neighborhoods deserve thoughtful investments that benefit the entire community, not just certain areas.”


Jacy works at the University of Oklahoma’s Advanced Radar Research Center. Before joining OU, she built a career in accounting, insurance, and benefit management. She’s known for solving complex problems with calm precision and turning ideas into tangible outcomes. Jacy holds a Master’s degree in Organizational Leadership from the University of Oklahoma and a Bachelor’s degree in Human Relations from Southern Nazarene University. As a Certified Associate in Project Management (CAPM), she specializes in process improvement, financial modeling, and building systems that work.


But Jacy’s passion for Norman goes far beyond her professional life. She’s a community volunteer, accomplished pianist, and advocate for ending domestic and sexual violence — issues she's championed for years.


“Safety means more than policing. It means prevention, support, and healing. If we want a safer city, we must invest in services that protect people before they’re in crisis.”


A lifelong learner and problem-solver, Jacy’s vision for Norman centers on sustainable growth, neighborhood strength, and local economic vitality. She believes in growing "smart, not sprawl” and investing in the places and people that make a city strong.


“Our future isn’t merely in concrete, it’s in walkable streets, thriving small businesses, green spaces that bring people together, and policies that keep Norman sustainable for generations to come.”


If elected, Jacy will advocate for economic investment specific to Ward 2, which has seen many of its businesses move to other areas of town. She will focus on expanding affordable housing, infrastructure that meets the needs of all abilities, compassionate mental health community partnerships, and stormwater infrastructure.


“I’m running because I love this community, and I believe we can lead with both head and heart — balancing fiscal discipline with humanity, so every decision we make builds a Norman that lasts.”

The Issues

Public Dollars for Public Good

Jacy will ensure every tax dollar serves the people and will prioritize transparency, accountability, and investments that strengthen local business, public services, and community well-being.

TIF FINANCING

Tax Increment Financing has its place, but it must reflect the will of taxpayers. Jacy will ensure accountability by listening to Ward 2 residents and thoughtfully balancing the costs and benefits of every proposal.

CENTRAL LIBRARY

In a college town, libraries should be a source of pride. The handling of Central Library has shaken public trust and disappointed families, while children lose valuable learning time and taxpayers wait for a court decision to determine the future of our investment. We deserve better.

Prevention and Provisions

Jacy believes true public safety starts with prevention and care: supporting survivors, expanding mental health access, and ensuring first responders have the tools to respond with empathy and effectiveness. As a former insurance agent, Jacy will also work to sustain Norman’s Class 1 fire rating that helps homeowner insurance rates.

SHELTER TO STABILITY

Jacy supports a shelter-to-stability approach that improves public safety by moving people safely indoors, connecting them with mental health, recovery, and employment services, and supporting their path back to independence.

Grow Smart, Not Sprawl

Norman’s future depends on strengthening what we already have by investing in stable neighborhoods, revitalizing existing corridors, and growing responsibly instead of sprawling outward. Jacy will focus on building homes working families can afford and the infrastructure needed to keep businesses rooted in Ward 2.

Green Spaces, Stronger Places

Jacy is committed to protecting our water quality by treating parks, trees, and trails as essential infrastructure. Green spaces manage stormwater, improve health, and strengthen Norman for generations.

A City That Moves Together

A robust public transportation system is one of the building blocks of a strong community. Whether walking, biking, or taking the bus, every resident deserves safe, accessible ways to move through Norman.

Jacy believes Ward 2 residents deserve a council member who hears and serves their needs first. She will serve honorably and with respect for all.

Advocate & Volunteer

For 15 years, Jacy has voluntarily lobbied for various protections and rights for victims of domestic and sexual violence. Additionally, she has volunteered with Norman Cultural Connection (as Treasurer), Food & Shelter Share Center, Norman Music Festival, as well as the Yes On 802 campaign for Medicaid Expansion. 

Finance

Jacy has a professional understanding of non-profit, for-profit, and government budgeting. The primary duty of a Council Member is as a fiduciary of tax dollars, and she will not be learning this role on the job.

Insurance

Jacy is former co-owner of an independent insurance agency, providing her with an understanding of risk mitigation, claims, and employee benefits. She will bring this unique experience to Council's annual reviews of insurance policies and benefits administration.

Project Management

As a Certified Associate in Project Management, Jacy has the tools to create processes that ensure projects of varying sizes and complexity are completed on time and within budget. This skill set will allow her to properly evaluate the ongoing status of City projects.

Pianist

Jacy is an accomplished pianist, accompanying community theatre productions, choirs, and various soloists. She has performed on three studio albums and worked for many years as a Presbyterian church pianist. Jacy is also a union member of Local 375-703 American Federation of Musicians (AFL-CIO).
